This bill authorizes the clean sustainable energy authority to develop a fertilizer incentive program that will encourage the relocation of fertilizer production facilities to the state of North Dakota. The authority is allowed to spend a total of $125,000,000 on this venture. CPAC does not believe that taxpayers should be forced to pay for incentives for fertilizer production facilities and opposed this bill. The House passed this bill on October 24, 2023 by a vote of 60-30 and the bill later became law.
