Vote Description

This bill deletes a provision that requires agencies to submit fiscal notes prepared by the Office of the Budget to communicate the costs of their rules. In its place, the bill inserts a provision requiring that the cost instead be calculated and reported by the Independent Fiscal Office. The bill then requires that “economically significant regulations” be approved by resolution by Pennsylvania’s General Assembly. CPAC supports efforts to give the legislature greater power over rules created by the bureaucracy and supported this bill. The Senate passed this bill on May 9, 2023 by a vote of 28-21 but the bill did not progress in the House.
