Record Political Polarization Found in New CPAC Study of State Lawmaker Votes Across the Nation 50 States Ranked Most to Least Conservative ALEXANDRIA, VA (December 6, 2022) — The voting patterns of state lawmakers has reached a record new level of political polarization according to a just released analysis by the Center for Legislative Accountability (CLA). The comprehensive study examined all 7,400 state lawmakers from each of the 50 states, including over 265,000 individual votes across 3,500 different bills introduced in state legislatures. The nation’s 3,906 Republican state lawmakers voted conservative 80.89% of the time last year compared to 76.41% in 2020. The 3,223 Democrat lawmakers across the 50 state legislatures voted with the conservative position 15.90% of the time, down from 18.72% in 2020. The 64.99 percentage point divide between the two political parties marks the highest level of political polarization since the CLA became the first and only organization to track such data in 2015. The CLA, a project of CPAC Foundation and the American Conservative Union Foundation, also ranked all 50 state legislatures based on the conservative voting of their lawmakers across 186 policy categories. This past year Alabama lawmakers voted with the conservative position at the highest rate (74% of the time) and Massachusetts lawmakers the least (15% of the time).     CPAC Statement on North Carolina Budget Negotiation CPAC Statement on North Carolina Budget Negotiation Today the Conservative Political Action Coalition (CPAC) sent the following statement to the North Carolina Legislature urging a clean tax cut: As the impact of “Bidenomics” continues to harm individuals, working families, and small business, a proposal is being floated in North Carolina to reduce the state income tax and instead raise revenue through cannabis legalization and gambling expansion. We urge legislators in Raleigh to slow the process down to allow for greater transparency and input from North Carolinians. To be clear, CPAC strongly supports reducing tax burdens on working Americans and small businesses . Broad-based tax cuts would be welcomed to offset the pain caused by President Biden’s economic policies, the cost of which is estimated to be $433 a month on average for every family. However, linking tax cuts to either drug legalization or gambling expansion requires careful scrutiny . Policymakers must ensure that the collateral impacts of either policy are outweighed by the economic benefits of a tax cut. Fundamentally, however, we refuse to buy into the Left’s argument that cutting state income taxes requires revenue increases elsewhere. Such an approach assumes a static economic model, when even high school economics students understand revenues from organic growth can replace those lost to tax cuts. Even if economic growth does not fully “pay for” tax cuts, policymakers should first look to shrinking government to balance the books. Whether it is expanding gambling or legalizing drugs, the North Carolina legislature owes it to the voters to fully understand the consequences of such policies for families and businesses. Decisions on complex issues like drug legalization and gambling should be removed from the discussion of tax relief. They should be made in the light of day, with both an informed citizenry and experts at the table. With only a short time left in the legislative session, CPAC urges you to pass a clean tax cut without special-interest legislative riders masquerading as revenue drivers. In the event a budget is rushed through the legislature that includes drug legalization or gambling expansion, we would recommend to our colleagues at the CPAC Foundation’s Center for Legislative Accountability (Ratings) that they score a ‘yes’ vote negatively. Dear Congressman, As Republicans prepare for a new dawn in Congress, CPAC has been courted for our endorsement in various leadership races and for chairmanships. The first step to earn our support is a new shared strategy to reprimand corporations that have gone woke. Specifically, these companies have colluded with the Biden Administration to silence conservative voices; promoted lies about Voter ID and chose not to support conservatives who stand for fair elections; Are paying for the travel costs for employee abortions (including late-term) subsidized by their customers, a majority of which stand for life; Are promoting radical gender theory and gender modification onto our children; And supported the anti-police BLM movement that wreaked havoc on streets and in neighborhoods across the county and has contributed to a spike in violent crime. Pledge that you will not meet with these CEOs or their leadership teams, especially their Government Affairs staff, who have been hostile to policies that help all Americans, until they change their ways. For the first time in almost 30 years, Republicans will achieve a majority largely without the support of Fortune 100 companies. New Analysis Shows Wisconsin Legislature Sharply Divided on Party Lines Alexandria, VA—Lawmakers of the Wisconsin Legislature voted along party lines more frequently than nearly any legislature in the country, according to the just-released analysis published by The American Conservative Union Foundation (ACUF), host of the Conservative Political Action Conference (CPAC). Review the scorecard to see the ratings of all Wisconsin state lawmakers and find out which votes ACUF scored. On average, Wisconsin state lawmakers earned a 58.49% conservative rating for the 2020 session, denoting a fairly moderate legislature. However, WisconsinRepublicans (88.5%) regularly top ACUF’s rankings of Republican conferences, while Wisconsin Democrats (11.95%) are tenth-most liberal, following Massachusetts, New York and others. Since 2018, the Wisconsin Legislature’s “partisan divide,” or the difference between the average score of each party, has topped ACUF’s national rankings of all 50 states. During the 2020 session, the partisan divide was 76.55%, once again ranking in the top five. “Our analysis shows that Wisconsin is one of the most deeply divided legislatures in the country,” said ACU Chairman Matt Schlapp. “It is troubling to see so many of Wisconsin’s elected officials on the left try to tear down basic principles of election integrity or increase wasteful spending during an economic shutdown. CPAC and ACUF Release New Lawmaker Scorecard Platform Oregon Lawmakers Rated Across 186 Conservative Policy Areas Alexandria, VA— The American Conservative Union Foundation (ACUF) has launched a new platform to hold lawmakers accountable to conservative principles for the 50th Anniversary of ACU’s Ratings Program. The ACUF, host of the Conservative Political Action Conference (CPAC) will deploy the platform to its activist base, where tools such as the lawmaker comparison function will highlight to voters which conservative champions to rally behind. View the Scorecard of Oregon State Lawmakers Here “Our new ACU Ratings website offers an accessible and dynamic way for voters across the country to discover whether their lawmakers use their power to advance conservative principles,” said ACU Chairman Matt Schlapp. “Over our 50-year history, we’ve compiled 15,000 lawmakers in our database and scored them across 186 different policy areas. For the first time, voters have access to a huge breadth of information that offers a distinct impression of the way lawmakers view the role of government in a person’s life.” ACUF’s Ratings of Congress and Ratings of the States are initiatives of ACUF’s Center for Legislative Accountability (CLA). These ratings are designed to reflect how over 8,000 elected officials across the nation view the role of government while illustrating the differences between chambers of the legislature and revealing lawmakers’ positions across 186 policy areas that directly affect citizens. ACU Foundation reviewed each piece of legislation voted on in both chambers of the legislature to produce average scores of each chamber as well as individual scores for each sitting member.
