CPAC Releases Alabama Legislative Scorecard, Revealing a Mixed Combination of Wins and Losses for Conservatives from the Legislature. ALEXANDRIA, VA (January 8, 2024) — CPAC Foundation’s latest analysis shows that the scores of Alabaman Republicans voted in a manner consistent with their performance in previous sessions, resulting in another somewhat lackluster year for conservatism in Alabama. Overall, Republican legislators received an average score of 76%, trailing behind other Republican-led legislatures in the region. SEE SCORECARD HERE “Alabama’s promotion of school choice and protection of women’s sports this past session should be celebrated,” said CPAC Chairman Matt Schlapp. “However, the legislature’s relatively limited success in other areas suggests that Republican legislators and Governor Kay Ivey should do more to live up to their potential.” CPAC recognizes several lawmakers in the Alabama State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session. Senate: Sam Givhan (89%) Tim Melson (89%) Arthur Orr (88%) Dan Roberts (88%) Shay Shelnutt (88%) House: Ben Harrison (82%) Jim Hall (80%) The bills featured in CPAC’s 2023 Ratings of Alabama increased election security, strengthened national security, supported parental rights in education, and promoted women’s sports. These issues, coupled with our mission to protect life, liberty, property and uphold the American family, created the basis by which the CPAC Foundation rated the Alabama legislature. The Center for Legislative Accountability (CLA), an initiative of the CPAC Foundation, is the premier organization for holding lawmakers accountable. The CLA produces the longest-running conservative congressional scorecard and our state program is the only one in the nation that scores all 8,000 lawmakers in the 50 states across every policy area. • From Protector to Persecutor

From Protector to Persecutor News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. From Protector to Persecutor In Biden’s America, the unborn don’t stand a chance. Joe Biden’s shifting positions on abortion over the years reflect a longstanding, slavish devotion to party extremists. Even the New York Times, an outlet known for its unapologetically liberal bent, said of Biden, “his back and forth over abortion has become a hallmark of his political career.” On entering the Senate in 1973, Biden touted his Catholicism and voted pro-life. In 1974, he blasted Roe v. Wade, saying of the 1972 Supreme Court decision, “I don’t think that a woman has the sole right to say what should happen to her body.” Sadly, Biden’s penchant for championing the rights of the unborn was short-lived. The watershed moment arrived in 1982 when Biden voted for a Constitutional Amendment to overturn Roe v. Wade, allowing states to make their own decisions. At the time, Biden called it, “the single most difficult vote I’ve cast.” A year later in the Senate Judiciary Committee, he voted against it. In 1991, he even voted against a bill requiring facilities that receive federal funding to notify parents about abortions performed on their minor child. By 2019, Biden said he would codify Roe v. Wade as a federal law if he is elected. Joe Biden’s shameful transition from protecting unborn lives to facilitating the financing of their extermination tells you everything you need to know. • CPAC joins coalition letter to denounce Walmart’s unrestricted abortion benefits

CPAC joins coalition letter to denounce Walmart’s unrestricted abortion benefits News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. CPAC joins coalition letter to denounce Walmart’s unrestricted abortion benefits August 24, 2022 Mr. Doug McMillon President and Chief Executive Officer, Walmart Inc. Walmart Inc. 702 SW 8th Street Bentonville, AR 72716 Dear Mr. McMillon: As the nation’s largest private employer and grocer, Walmart touches the lives of hundreds of millions of people throughout the freedom-loving world. Yet, millions of American consumers do not realize that by patronizing Walmart, they are funding woke policies they morally oppose. A perfect example is abortion. In a recent revision to its leave policy, Walmart will now provide virtually unrestricted abortion benefits . In prior years, the company policy was to offer benefits related to abortion only in cases “when the health of the mother would be in danger if the fetus were carried to term, the fetus could not survive the birthing process, or death would be imminent after birth.” But now, Walmart has decided to encourage more abortions by deleting the condition that the mother’s health be in danger “if the fetus were carried to term.” The new policy just says it will cover abortions, “when there is a health risk to the mother, rape or incest, ectopic pregnancy, miscarriage or lack of fetal viability.” This lawyer-engineered language specifying health in this context means abortion on demand and they know it. “Health risks” unrelated to the baby being carried to term covers mental stress, missing work, or any other reason whatsoever. Walmart is effectively providing funding to their 1.6 million employees and their dependents to cover abortion on demand, including expenditures for the abortion procedure and travel costs and when not available within 100 miles. The bottom line is that Walmart-supported abortions are sure to increase in the coming years— more babies laid at the altar of “choice” because of your financial contributions. It also does not escape our attention that supporting such a heinous policy conveniently keeps women at their Walmart jobs rather than at home caring for themselves and their babies. Not only is your pro-abortion policy reprehensible, but your touting of a small increase in adoption benefits as a way to atone for what you know to be an immoral, anti-woman policy is offensive, especially for women. Why was the increase not offered before? Why now? Americans know why. Abortion is not the only issue where Walmart seems almost eager to offend mainstream conservatives. Whether it is the company’s $100 million embrace of so-called “racial equity” or its effort to punish Republicans for questioning the integrity of the 2020 election, Walmart has sadly become just another woke leftist institution. Surely as board members with a fiduciary responsibility to your shareholders, you must understand that Walmart’s increasingly woke policies are alienating millions of your customers who will take their business elsewhere. Your founder Sam Walton would be appalled. In the past, Walmart has relied on conservative organizations and office holders to further policies that benefited Walmart, its shareholders, and its customers. And when anti-capitalist politicians and activists attacked the company for its success and profitability, we stepped up to defend Walmart. We stood by the company because it was generally pro-family and because we embrace free enterprise and believe in the benefits of capitalism. We can no longer tolerate your leftist policy agenda – particularly when it facilitates the harming of innocent human life. The political calculus of embracing woke policies to curry favor with leftist politicians might make sense to some. But we can neither condone such a cynical strategy nor forgive Walmart for adopting it. Conservatives who seek a government that reflects their values should take their business elsewhere. And no self-proclaimed conservative official or conservative organization should accept funding from Walmart while it supports the policies of the woke left. Sincerely, William L. In the CLA’s analysis of all 7,400 state lawmakers in America, the New Jersey legislature earned a conservative rating of 27%, a significant drop from the state’s 2020 score of 33%. This rating places New Jersey as the 7th most progressive legislature in the nation, and merely a single percentage point away from Maryland, Vermont and New York which are ranked 4th through 6th most progressive due to their conservative ratings of 26%. Massachusetts is the most progressive legislature with a conservative rating of just 15%, and Alabama the most conservative at 74%. CPAC Endorses Kelly Tshibaka News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. CPAC Endorses Kelly Tshibaka Alexandria, VA – The Conservative Political Action Coalition (CPAC) today announced its endorsement Kelly Tshibaka for U.S. Senator of the State of Alaska. “CPAC is proud to announce our endorsement of Kelly Tshibaka for U.S. Senate,” said CPAC Chairman Matt Schlapp. “Kelly is committed to being the leader Alaskans can depend on in the fight to defeat socialism, thwart the Biden administration’s radical agenda, and stand up for conservative principles. Not only is Kelly a stalwart conservative, but she also understands what it takes to be an effective leader. While Lisa Murkowski has repeatedly betrayed the values of her constituents in her 19 years in Washington, Kelly Tshibaka embodies true Alaskan values. Kelly’s commitment to protecting our borders, lowering taxes, safeguarding our constitutional rights, and saying ‘no’ to government overreach proves that she would be an excellent Senator. Unlike Lisa Murkowski, Kelly would be a Senator for Alaska, not against Alaska. CPAC urges everyone in Alaska to vote for change and vote for Kelly Tshibaka this upcoming Senate election.” The Conservative Political Action Coalition (CPAC) is the nation’s original grass roots conservative organization. For more than fifty years, CPAC has served as an umbrella organization harnessing the collective strength of conservative organizations fighting for Americans who are concerned with liberty, personal responsibility, traditional values, strong national defense, and fighting the D.C. establishment. As one of America’s premier conservative voices, CPAC promotes a conservative vision on issues before Congress, the Executive Branch, State Legislatures, the media, political candidates, and the public. ### NEWS & RELEASES . CPAC Releases Virginia Legislative Scorecard, Putting on Full Display the Differing Priorities in American Politics. ALEXANDRIA, VA (January 22, 2024) — CPAC Foundation’s analysis of Virginia’s legislature highlights the stark contrast between the conservatism of the Republican agenda and the Leftism of the Democrat agenda. As a testament to this fact, the difference in the overall average scores between the Democrat-controlled Senate and the Republican-controlled House was greater than 10 percent. The bills that passed through each legislature also reflect powerful ideological divides. Of the 22 bills and resolutions rated in the House, only four were rated as liberal. In the Senate, 16 of the 18 bills rated were liberal. SEE SCORECARD HERE “No other state does a better job of showing us the vision that each party has for our country right now than Virginia,” said CPAC Chairman Matt Schlapp. “In the GOP-controlled chamber last session, you have secure elections, parental rights in education, and sensible protections for born-alive infants. In the Democrat-controlled chamber, we saw racist DEI initiatives, costly green energy mandates, and widespread government intervention in businesses.” CPAC recognizes several Virginia state legislators for their conservative voting records. The following members of the Virginia State Legislature earned CPAC’s Award for Conservative Excellence for voting with the conservative position at least 90% of the time during the 2023 session. Nicholas Freitas (100%) Phillip Scott (95%) Michael Webert (95%) C. Matthew Fariss (95%) Hyland Fowler (95%) Amanda Batten (91%) Robert Bell (91%) Karen S. Greenhalgh (91%) Christopher Head (91%) Marie E. March (91%) John McGuire (91%) Joseph McNamara (91%) C. Todd Gilbert (90%) Additionally, many lawmakers in the Virginia State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session. Their names are highlighted in gray on the scorecard. The bills featured in CPAC’s 2023 Ratings of Virginia address Second Amendment rights, government spending, parental rights in education, and national security. In addition to his 27 years of service on the ACU board, as a Conservative Party leader and later chairman, Mike helped accomplish what no one thought possible–giving conservatives a voice in New York state government: a U.S. Senator (James Buckley), helping to carry New York for Ronald Reagan and even a member of the New York City Council (Mike himself). New Hampshire Rises in National Conservative Rankings CPAC Releases Scorecard of all 400 NH Lawmakers ALEXANDRIA, VA (August 23, 2022) — The voting of New Hampshire’s state lawmakers is trending more conservative according to a new analysis conducted by the Center for Legislative Accountability (CLA), a project of CPAC Foundation and the American Conservative Union Foundation. In CPAC’s analysis of all 7,400 state lawmakers in America, the New Hampshire legislature’s conservative rating increased to 51%, a significant jump over the state’s 39% rating the previous session. The conservative rating is calculated through CPAC’s scorecards and is based on lawmaker voting across 186 policy areas ranging from cultural and life issues to tax, fiscal, and regulatory policies. The state’s jump in rankings is largely attributed to a pickup in Republican seats from 2020 to 2021 and strong leadership by Speaker Sherman Packard which resulted in House Republicans averaging a staggering 92% rating. Additionally, there was some slight improvement in the voting of Senate Democrats.
