CPAC Releases Virginia Legislative Scorecard, Putting on Full Display the Differing Priorities in American Politics. ALEXANDRIA, VA (January 22, 2024) — CPAC Foundation’s analysis of Virginia’s legislature highlights the stark contrast between the conservatism of the Republican agenda and the Leftism of the Democrat agenda. As a testament to this fact, the difference in the overall average scores between the Democrat-controlled Senate and the Republican-controlled House was greater than 10 percent. The bills that passed through each legislature also reflect powerful ideological divides. Of the 22 bills and resolutions rated in the House, only four were rated as liberal. In the Senate, 16 of the 18 bills rated were liberal. SEE SCORECARD HERE “No other state does a better job of showing us the vision that each party has for our country right now than Virginia,” said CPAC Chairman Matt Schlapp. “In the GOP-controlled chamber last session, you have secure elections, parental rights in education, and sensible protections for born-alive infants. In the Democrat-controlled chamber, we saw racist DEI initiatives, costly green energy mandates, and widespread government intervention in businesses.” CPAC recognizes several Virginia state legislators for their conservative voting records. The following members of the Virginia State Legislature earned CPAC’s Award for Conservative Excellence for voting with the conservative position at least 90% of the time during the 2023 session. Nicholas Freitas (100%) Phillip Scott (95%) Michael Webert (95%) C. Matthew Fariss (95%) Hyland Fowler (95%) Amanda Batten (91%) Robert Bell (91%) Karen S. Greenhalgh (91%) Christopher Head (91%) Marie E. March (91%) John McGuire (91%) Joseph McNamara (91%) C. Todd Gilbert (90%) Additionally, many lawmakers in the Virginia State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session. Their names are highlighted in gray on the scorecard. The bills featured in CPAC’s 2023 Ratings of Virginia address Second Amendment rights, government spending, parental rights in education, and national security. These issues, coupled with our mission to protect life, liberty, property and uphold the American family, created the basis by which the CPAC Foundation rated the Virginia legislature. The Center for Legislative Accountability (CLA), an initiative of the CPAC Foundation, is the premier organization for holding lawmakers accountable. The CLA produces the longest-running conservative congressional scorecard and our state program is the only one in the nation that scores all 8,000 lawmakers in the 50 states across every policy area. CPAC STATEMENT ON POLITICAL PROSECUTION OF STEVE BANNON News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. CPAC STATEMENT ON POLITICAL PROSECUTION OF STEVE BANNON From the beginning, former Speaker Nancy Pelosi’s January 6th committee was a sham. Pelosi directed her illegitimate Kangaroo Court committee to create a carefully scripted and biased narrative without representation from conservative Members of Congress. The Democrats joined by Adam Kinzinger (29% CPAC Rating) and Liz Cheney (54% CPAC Rating), drunk with power and vitriol, are now imprisoning conservatives for standing firm and not complying with their rigged system. First with the imprisonment of former White House advisor Peter Navarro, and now with Steve Bannon. Steve Bannon is someone who has battled against the Left and their lies. To silence him, an activist judge is now sending him to jail for standing up to their tyranny. CPAC stands with Steve Bannon and urges Congress to end this lawfare against conservative leaders. CPAC to Honor Conservative Champions at 54th Annual Congressional Ratings Ceremony News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. CPAC to Honor Conservative Champions at 54th Annual Congressional Ratings Ceremony FOR IMMEDIATE RELEASE: Tuesday, May 20, 2025 Contact: Hannah Stone (225) 329-3497 h annah@salemstrategiesllc.com Washington, DC (May 20, 2025) — The Conservative Political Action Conference (CPAC) Foundation will host its 54th Annual Ratings of Congress Award Ceremony on May 20, 2025, at 5:30 PM ET at the Capitol Hill Club in Washington, D.C. The event will celebrate the conservative lawmakers who stood strong in the face of pressure, voted with conviction, and earned top marks on the CPAC Foundation’s official scorecard—America’s gold standard for evaluating elected officials. Highlights from the 2025 Senate Scorecard Include: Conservative Excellence honorees include Senators Mike Lee, JD Vance, Ron Johnson, Rick Scott, and Roger Marshall, each earning a perfect 100% rating. The average Republican score in the Senate was 73%, while Democrats averaged just 6%, with many scoring below 10%. Key issues scored included votes on foreign aid, border security, abortion legislation, and federal spending. The scorecard reveals a growing rift within the GOP between strong conservative fighters and establishment moderates. “This ceremony isn’t just a celebration—it’s a line in the sand,” said CPAC Chairman Matt Schlapp. “We’re calling out those who delivered for the American people and holding accountable those who didn’t. Our country deserves leaders who stand up, not sell out.” Earlier today, President Trump’s visit to Capitol Hill underscored the urgency of the conservative agenda, as he echoed CPAC’s calls for bold leadership on border security, fiscal sanity, and cultural integrity—telling reporters that 'Republicans must fight like hell for the soul of our country.' His remarks serve as a powerful backdrop to tonight’s ceremony, which honors those doing exactly that. The ceremony will recognize Senators who received the Conservative Excellence Award (90% and above) and Conservative Achievement Award (80–89%), as well as House members who met the same criteria in CPAC’s corresponding House Scorecard. CPAC’s Ratings of Congress have served as the nation’s most respected legislative scorecard since 1971. Unlike many partisan ratings, CPAC’s analysis focuses on substantive legislative issues that impact everyday Americans—border security, life, limited government, and fiscal responsibility. In a year marked by record spending, border chaos, and aggressive cultural policy battles, CPAC’s scorecard reveals exactly who took a stand and who stood down. With votes tracked on issues ranging from the $95 billion foreign aid bill (H.R. 815) to radical abortion legislation (S. 4554), the Ratings of Congress expose what every American deserves to know: how their representatives are really voting behind closed doors. CPAC encourages all award recipients, members of Congress, staff, and media to attend this powerful evening to honor courage, leadership, and accountability. SCOTUS Overturns Roe v. Wade News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. SCOTUS Overturns Roe v. Wade Alexandria, VA — CPAC Chairman Matt Schlapp released the following statement following the U.S. Supreme Court’s decision in Dobbs v. Jackson: Today’s decision overturning Roe v. Wade and Planned Parenthood v. Casey is a truly historic victory in our decades-long fight to defend the dignity and worth of every human life. We believe the issue of abortion has rightfully been returned to the people. President Trump selected Justices who were willing, amidst intimidation and assassination attempts, to simply do what was constitutionally correct. It is a tribute to the former President and to the character of these Justices, as well as the stalwart Justices, who joined them in this historic and joyous moment in our history. America just came off the heels of celebrating another historically significant event – the signing of the Emancipation Proclamation by our first Republican President Abraham Lincoln. These moments are rare in our history and it’s now critically important for the health of our Republic for states to consider how to handle the responsibility that has been passed off to them. With today’s ruling, our work is not yet finished. CPAC will now focus on the states, where we will continue championing human dignity and the precious gift of Life. NEWS & RELEASES . CPAC Releases Maryland Legislative Scorecard, Exposing a Veritable ‘California of the East.’ ALEXANDRIA, VA (January 22, 2024) — CPAC Foundation’s analysis reveals Maryland to be a leading innovator in Leftist policy on the East Coast. This past session, Maryland’s policymakers created new ways to wage lawfare against conservatives, more crackdowns on Second Amendment freedoms, stronger avenues for vote fraud, and much more. Maryland Democrats deservedly received an average score of less than 1% across both chambers. SEE SCORECARD HERE “Maryland Democrats have utilized their complete control of the legislature and Governor’s office to do all in their power to create a big, oppressive state government,” said CPAC Chairman Matt Schlapp. “Those concerned for the future of our country need to monitor this ‘California of the East’ and publicize its obscene legislation.” CPAC recognizes the following members of the Maryland State Legislature for earning CPAC’s Award for Conservative Excellence for voting with the conservative position at least 90% of the time during the 2023 session. Robin Grammer (100%) Lauren Arikan (97%) William Valentine (97%) William Wivell (97%) Mark Fisher (97%) Matthew Morgan (94%) Terry Baker (93%) Nino Mangione (93%) Jefferson Ghrist (93%) Nicholaus Kipke (92%) Kathy Szeliga (91%) Additionally, several lawmakers in the Maryland State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session. ACUF Senior Fellow KT McFarland on Afghanistan: Veterans “deserved better than this” News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. ACUF Senior Fellow KT McFarland on Afghanistan: Veterans “deserved better than this” KT McFarland, former National Security Adviser to President Trump and an American Conservative Union Foundation Senior Fellow at the Center for Statesmanship & Diplomacy, shared her thoughts on President Biden’s speech to the nation following his deadly, disastrous retreat from Afghanistan: Tuesday President Joe Biden made the most important speech of his presidency. Americans and the world watched as he threw away his one chance to rise above his tragic withdrawal from Afghanistan and bring Americans together after 20 years of war. No one expected him to be Winston Churchill rallying the British after Dunkirk nor Abraham Lincoln consoling the nation after the slaughter at Gettysburg, nor did anyone expect something like Ronald Reagan’s eulogy at the Tomb of the Unknown Soldier a decade after the tragic Vietnam War. But he could have at least been straight with us. Instead of speaking to a nation in pain, President Biden made this speech all about himself. He dodged and weaved, blamed others, and even claimed our evacuation from Afghanistan was a great success, while most everyone else saw it as an unmitigated disaster. ACU Foundation Releases Scores of Illinois General Assembly News & Releases Explore the latest updates, news, and product releases to stay informed and ahead of the curve. ACU Foundation Releases Scores of Illinois General Assembly Speaker Madigan Radicalized Illinois Democrats, Resulting in Pritzker’s “Fair Tax” Proposal Alexandria, VA— Over the 35 years Speaker Madigan has presided over the lower chamber, Democrats have increasingly voted more liberally , according to new analysis from the American Conservative Union Foundation (ACUF), host of the Conservative Political Action Conference (CPAC). This new radical Left regime has since passed Governor J.B. Pritzker’s “soak the rich” progressive income tax regime which Illinoisans will consider on the November 2020 ballot. In 2012 when ACUF first began analyzing the voting records of the General Assembly, House Democrats earned an average conservative score of 35%. However, as Speaker Madigan began turning in scores of 16%, 6% and 5% over the next few sessions, House Democrats followed suit and earned average scores of 19%, 14% and 11%. “While Speaker Madigan’s near-five-decade reign appears to be coming to a disgraceful end, the Illinois Democrats he helped convert into socialists have so far survived his criminal scandal,” said ACU Chairman Matt Schlapp. “Throughout his 47 years in power, Illinois has earned the lowest credit rating in the country, weathered the most severe pension crisis in U.S. history and suffered the worst population decline in the last 10 years. Is there a more damning indictment of liberalism than Madigan’s tenure in government?” House Democrats earned a 17.92% average compared to Senate Democrats with 14.09%. A greater share of senators (10%) earned awards for conservative voting records than representatives (7%). The Illinois General Assembly matched its overall average score compared to the previous session (35.6%). ACUF’s Ratings of Congress and Ratings of the States are initiatives of ACUF’s Center for Legislative Accountability (CLA). These ratings are designed to reflect how over 8,000 elected officials across the nation view the role of government while illustrating the differences between chambers of the legislature and revealing lawmakers’ positions on a wide variety of issues that directly affect citizens. ACU Foundation reviewed each piece of legislation voted on in both chambers of the legislature to produce average scores of each chamber as well as individual scores for each sitting member.
