You'd make Charlie awfully proud if you continued fighting. But also if you fought in a way where at the end of the day, you can go have a cup of coffee with someone who you disagree with, and show that there's a humanity to this important endeavor that we're involved in.

Washington, DC (May 20, 2025) — The Conservative Political Action Conference (CPAC) Foundation will host its 54th Annual Ratings of Congress Award Ceremony on May 20, 2025, at 5:30 PM ET at the Capitol Hill Club in Washington, D.C. The event will celebrate the conservative lawmakers who stood strong in the face of pressure, voted with conviction, and earned top marks on the CPAC Foundation’s official scorecard—America’s gold standard for evaluating elected officials.

 

Highlights from the 2025 Senate Scorecard Include:

  • Conservative Excellence honorees include Senators Mike Lee, JD Vance, Ron Johnson, Rick Scott, and Roger Marshall, each earning a perfect 100% rating.

  • The average Republican score in the Senate was 73%, while Democrats averaged just 6%, with many scoring below 10%.

  • Key issues scored included votes on foreign aid, border security, abortion legislation, and federal spending.

  • The scorecard reveals a growing rift within the GOP between strong conservative fighters and establishment moderates.


“This ceremony isn’t just a celebration—it’s a line in the sand,” said CPAC Chairman Matt Schlapp. “We’re calling out those who delivered for the American people and holding accountable those who didn’t. Our country deserves leaders who stand up, not sell out.”

 

Earlier today, President Trump’s visit to Capitol Hill underscored the urgency of the conservative agenda, as he echoed CPAC’s calls for bold leadership on border security, fiscal sanity, and cultural integrity—telling reporters that 'Republicans must fight like hell for the soul of our country.' His remarks serve as a powerful backdrop to tonight’s ceremony, which honors those doing exactly that.

 

The ceremony will recognize Senators who received the Conservative Excellence Award (90% and above) and Conservative Achievement Award (80–89%), as well as House members who met the same criteria in CPAC’s corresponding House Scorecard.

CPAC’s Ratings of Congress have served as the nation’s most respected legislative scorecard since 1971. Unlike many partisan ratings, CPAC’s analysis focuses on substantive legislative issues that impact everyday Americans—border security, life, limited government, and fiscal responsibility.

 

In a year marked by record spending, border chaos, and aggressive cultural policy battles, CPAC’s scorecard reveals exactly who took a stand and who stood down. With votes tracked on issues ranging from the $95 billion foreign aid bill (H.R. 815) to radical abortion legislation (S. 4554), the Ratings of Congress expose what every American deserves to know: how their representatives are really voting behind closed doors.
