Reforming Net Metering in Arkansas.

Vote Description

This bill modifies the net metering program by only requiring utilities companies to pay the wholesale rate to solar energy producers instead of the retail rate. Net metering was, under Arkansas law before this bill, the practice whereby electric companies were forced to buy unused solar power from producers of renewable energy at the retail rate of energy (the cost consumers pay to purchase energy) instead of the wholesale rate (how much it actually costs to create the energy). These companies then passed the difference in cost between these two rates onto ratepayers. CPAC supported this bill as a means of reforming this burdensome system. The Senate passed the bill on March 7, 2023 by a vote of 24-9 and the bill later became law.
