This bill directs the Colorado School of Public Health to research and identify model legislation that proposes a framework for a publicly financed and privately delivered universal healthcare system. CPAC opposes socialized healthcare systems and opposed this bill. The House passed this bill on April 18, 2023 by a vote of 42-20 but the bill did not pass completely through the Senate.
