This bill proposes a constitutional amendment that would give the legislature complete discretion to determine who may vote by absentee ballot. CPAC opposes the proliferation of absentee ballots, opposes measures that diminish election security, and opposed this bill. The Senate passed this bill on May 4, 2023 by a vote of 15-5 but the bill never became law.
