This bill prohibits local governments from instituting energy benchmark mandates for private properties. An energy benchmark mandate is a regulation that requires a particular property to use less energy than a similarly situated property. CPAC opposes onerous government mandates and supported this bill. The Senate passed this bill on May 3, 2023 by a vote of 31-16 and the bill later became law.
