The Backer amendment to HF 4738 states that proposed rules may not go into effect until after the next adjournment of the state legislature. CPAC supports efforts to give legislators the opportunity to review proposed rules and supported this amendment. The House defeated this amendment on May 7, 2024 by a vote of 59-69.
