Ending Trans Mutilation of Minors

Vote Description

HB 712 prohibits surgeons from operating on the breasts of minors, unless they are attempting to remedy an injury, malformation, infection, or malignancy. In practice, this means that transgender top surgeries would be banned in New Hampshire for minors. CPAC believes in protecting the safety of minors, so it supports this bill. HB 712 was passed by the New Hampshire House of Representatives in a 191-163 vote on June 26, 2025, and it was signed into law by Governor Kelly Ayotte.
