Vote Description

SB 4 expands New Hampshire’s PACER program to also cover commercial buildings. The PACER program allows property owners to take out loans from creditors for sustainability improvements and to repay the loan using increased property taxes. CPAC questions the wisdom of using property taxes as means for property owners to add debt and opposes this bill. SB 4 passed the New Hampshire Senate in a 23-0 vote on January 30, 2025, and it was signed into law by Governor Kelly Ayotte.
