Vote Description
This bill establishes a wide variety of measures designed to protect abortion and people’s access to “gender-affirming care.” It declares that all individuals possess a fundamental right to decide to have an abortion. It requires student health centers to provide students with access to abortions. It allows minors UNDER the age of 15 to give consent to have an abortion without parental consent. It requires health care providers to provide coverage for “medically necessary” gender affirming treatments. It prohibits medical malpractice insurers from denying coverage to a physician because of their participation in abortions or radical gender surgeries. It even makes it a crime to cause the telephone of an abortion facility to ring if the person calling has no communicative purpose. CPAC believes abortion is always a human tragedy, opposes the rampant expansion of transgender ideology, and believes that, in the name of protecting abortion and transgender ideology, Oregon is trampling on First Amendment freedoms, property rights, and parental rights in the same bill. CPAC, therefore, opposed this bill. The House passed this bill on June 21, 2023 by a vote of 35-12 and the bill later became law.
