The Scott Perry amendment to H. R. 4665 cuts all funding to the U.S. Agency for International Development (USAID). USAID has been tasked with administering food aid and other forms of welfare to individuals in foreign countries but has, for years, been rife with inefficiency and fraud. This issue is most tangible in its latest failure to construct a global healthcare supply chain network, an initiative it has blown billions on. CPAC believes that taxpayers should not be forced to pay for welfare systems in other countries and supported this amendment.
