H.R. 1048 requires universities to annually disclose to the Department of Education all gifts or contracts valued at $50,000 or more from foreign sources. This amendment to H.R. 1048, introduced by Rep. Keith Self (CPAC Lifetime Rating 98%), would lower the threshold from $50,000 to $1 so that universities will be required to report all gifts from foreign countries.  CPAC believes that we must root out every dollar of foreign adversary influence over American universities and supported the Self Amendment. The House defeated the amendment on March 27, 2025, by a vote of 92-321 (119 Republicans and all Democrats voted against).
