The Mike Lee amendment to S. 2226 prohibits the government from expending more than 2 percent of the funds apportioned to Ukraine until the member nations of NATO meet their financial obligations to the organization. CPAC recognizes that, for a long while, the funds that were apportioned to Ukraine were not overseen by an inspector general and have been abused to fund large swathes of Ukraine’s economy. CPAC additionally recognizes that the US has pitched in far more resources than the other nations of Europe for the conflict in Ukraine and believes that other nations should be contributing more to the effort. CPAC further recognizes that, according to CPAC’s 2023 straw poll, nearly 80% of respondents disapproved of measures that provide an even greater amount of funds to Ukraine. For these reasons, CPAC supports efforts to tamp down the endless spending in the war in Ukraine and supported this amendment. The Senate defeated this amendment on July 20, 2023 by a vote of 13-71.
