The Marco Rubio amendment to H. R. 4366 prohibits the Department of Housing and Urban Development from using funds appropriated to it in order to update minimum efficiency standards for housing developments that it sponsors. CPAC recognizes that an update of this nature would raise the cost of such housing, opposes this consequence, and supported this amendment. The Senate defeated this amendment on October 25, 2023 by a vote of 47-51.
