The Ted Budd amendment to H. R. 4366 prohibits funds appropriated in the bill from being used to implement Executive Order 14019. Executive Order 14019 directs the heads of certain bureaucratic agencies to help send vote-by-mail ballots to people and to solicit the help of third-party organizations to help people register to vote. CPAC opposes measures that decrease election security and supported this amendment. The Senate defeated this amendment on October 31, 2023 by a vote of 45-50.
