This bill permits local governments to create First Home Investment Zones. Through these zones, such governments will be able to use tax increment financing to fund the creation of more affordable housing. CPAC opposes government interference in the housing market and opposed this bill. The House passed this bill on February 28, 2024 by a vote of 55-18 and the bill later became law.
