CPAC Releases 2025 Louisiana State Ratings

The latest edition of the Louisiana CPAC Scorecard assesses 27 votes in the State Senate and 28 votes in the State House from the 2025 session. Louisiana Republicans earned an average score of 82%, a 1% increase from 2024. Democrats earned an average score of 39%.


The 2025 Louisiana legislative session delivered a sweeping series of policy victories focused on strengthening individual freedoms, reinforcing public safety, and restoring accountability in government. Lawmakers advanced significant reforms in election integrity, immigration enforcement, parental rights, and protections for life, faith, and self-defense. The session also featured major clampdowns on government waste, foreign influence, and union overreach, even as some misguided expansions of subsidies and local bureaucracies were unfortunately enacted. Overall, the legislature set a clear direction toward limited government, stronger families and communities, and a renewed commitment to the rule of law.


Immigration Enforcement and Responsible Use of Public Benefits

Louisiana adopted multiple measures aimed at ensuring immigration law is respected and that public services are reserved for lawful residents. HB307 requires that non-citizens requesting public services be reported to ICE, ensuring coordination with federal enforcement rather than local evasion. SB15 prohibits any act interfering with immigration enforcement, strengthening deterrence against obstruction and closing loopholes exploited by activist networks. SB100 requires agencies to track illegal immigrants accessing state services, helping ensure that taxpayer-funded programs remain limited to legal residents. HB554 provides clear notice to non-citizens that unlawful voting is a felony, reinforcing electoral integrity. Collectively, these bills promote accountability, discourage improper use of public resources, and protect the rule of law. They reflect the principle that citizenship carries privileges that should not be extended through neglect or loopholes.


Enhancing Election Integrity and Accountability

Louisiana enacted several reforms to promote transparency and trust in elections. HB592 revises the election code, clarifying procedures and strengthening voter-registration safeguards while increasing the presence of poll watchers. HB577 modernizes the procurement process for voting machines, ensuring the state can secure reliable systems without unnecessary bureaucratic delays. HB502 clearly defines compensation, duties, and removal procedures for voter registrars so that performance can be evaluated transparently and consistently. These laws collectively bolster public confidence by reducing ambiguity and potential vulnerabilities in election administration. They ensure that officials involved in elections are accountable and that processes remain transparent.


Crime Reduction, Public Safety, and Victim Protection

Louisiana advanced policies that prioritize law-abiding citizens over criminals and bring clarity to the justice process. HB303 creates a Fugitive Apprehension Unit with statewide authority to pursue violent offenders, strengthening cooperation with ICE and local law enforcement. HB359 enhances the rights of human trafficking victims, ensuring they have institutional support and a dedicated task force addressing their cases. HB675 tightens the rules governing post-conviction challenges, emphasizing finality for victims and preventing endless litigation cycles. These reforms reflect a justice system centered around accountability, deterrence, and closure rather than leniency toward violent criminals. Together, they signal the state’s commitment to strong law enforcement and thoughtful victim-focused reform. The legislation enhances public safety by reinforcing decisive consequences for serious wrongdoing.


Expanding Transparency in Government Spending

Through HB686 and SB245, Louisiana took meaningful steps to limit foreign influence and increase fiscal transparency. HB686 requires government officials to disclose ties to foreign adversaries, reducing the risk of hidden lobbying that could distort public policy. SB245, the T.R.U.S.T. Act, mandates that NGOs receiving state funds publicly report how they spend taxpayer dollars. Together, these laws promote openness and allow citizens to monitor how public money and political influence flow through institutions. These requirements make it harder for special interests to operate out of sight. They also strengthen the public’s ability to hold government and publicly funded organizations accountable. Transparency is essential to honest governance, and these reforms push Louisiana toward greater clarity and trustworthiness.
