CRF Weekly Update: Championing Regulatory Reform for Property Rights, Financial Stability, Network Modernization, and Healthcare Independence

The Center for Regulatory Freedom (CRF) remains steadfast in its mission to champion regulatory reforms that bolster national security, economic vitality, and individual liberties for Americans. Through targeted submissions to key federal agencies, CRF advocates for policies that eliminate unnecessary bureaucratic obstacles, encourage innovation, and safeguard against threats to property rights and economic stability.


This week, CRF filed comments with the Department of the Interior/Fish and Wildlife Service, the National Credit Union Administration, the Federal Communications Commission, and the Departments of Education and Health & Human Services, demonstrating its commitment to principled, evidence-driven reforms that emphasize clarity, fairness, and accountability.


In its response to the Department of the Interior and Fish and Wildlife Service’s Policy for Evaluation of Conservation Efforts (PECE), CRF called for the complete withdrawal of the policy and its associated information collection. The submission argued that PECE oversteps the bounds of the Endangered Species Act and conflicts with the Supreme Court’s Loper Bright decision. By imposing pre-listing restrictions, PECE undermines private property rights and relies on informal guidance rather than lawful rulemaking, a practice CRF criticized as regulatory overreach that stifles economic freedom and innovation.


CRF’s comments to the National Credit Union Administration’s regulatory review under the Economic Growth and Regulatory Paperwork Reduction Act praised the agency’s proactive approach but pinpointed several problematic regulations. The submission urged NCUA to refine rules by limiting the scope of Community Development Revolving Loan Fund uses, clarifying vague provisions, reducing excessive agency discretion, and revising definitions that encourage risky student lending. These recommendations reflect CRF’s focus on fostering a stable, transparent financial system that supports consumers and minimizes regulatory burdens.


Addressing the Federal Communications Commission’s proposal on Business Data Services for Rate-of-Return Carriers, CRF endorsed the transition from outdated Time-Division Multiplexing (TDM) systems to modern IP-based networks. The comments advocated for eliminating antiquated tariff and price-cap rules, introducing a streamlined “continuity certification” process to ensure the reliability of critical services like 911, and promoting competition-driven, technology-neutral policies. This stance underscores CRF’s commitment to modernizing telecommunications infrastructure while prioritizing public safety and market efficiency.


In its submission to the Departments of Education and Health & Human Services regarding the Foreign Medical School Information Collection, CRF supported the ongoing effort to gather data on foreign medical training programs. However, the comments went further, pressing the Administration to address America’s overreliance on foreign-trained physicians by expanding domestic medical school capacity and residency opportunities. This strategic focus aims to tackle the growing physician shortage, ensuring a resilient healthcare system that meets the nation’s long-term needs.


Through these targeted engagements, CRF continues to advocate for regulatory frameworks that empower Americans by prioritizing innovation, economic freedom, and healthcare independence. From challenging overreaching environmental policies to streamlining economic regulations and addressing critical healthcare gaps, CRF’s efforts promote policies that are transparent, proportionate, and aligned with constitutional principles. By advancing these reforms, CRF seeks to create a regulatory environment that fosters opportunity, security, and prosperity for all Americans.
