Defending Syria’s Christian Minority: A Multi-Level U.S. Policy Approach

Syria’s ancient Christian communities face an existential crisis due to relentless persecution, state-sponsored extremism, and the resurgence of groups like ISIS and Iran-backed militias. As Syria teeters on the edge of becoming a failed sectarian state, the United States must act decisively to protect these vulnerable minorities and uphold religious freedom. Policy recommendations include congressional legislation to prioritize minority protections in aid and sanctions, executive-led security reforms and pressure on hostile actors, and state-level resolutions to galvanize federal action.


The executive branch should lead by establishing a framework for security sector reform in Syria, with the State Department and Defense Department collaborating on conditional diplomatic engagement and technical assistance. Clear benchmarks must guide these efforts, and sanctions relief, aid, or recognition of the Syrian Transitional Government (STG) should hinge on ironclad guarantees for the safety of Christians and other minorities. The White House must also apply maximum pressure on the STG, ISIS remnants, and Iran-backed militias through diplomatic, economic, and military tools to dismantle terrorism and deter hostile regimes, preserving Syria’s pluralistic identity.


Congress has a pivotal role in strengthening these efforts by enhancing oversight of U.S. aid and sanctions policies toward Syria. Legislation should mandate that engagement with the STG prioritizes the protection of minority ethno-religious groups, ensuring American resources do not bolster entities complicit in persecution. By embedding these safeguards into law, Congress can establish a robust framework for accountability, aligning U.S. foreign policy with the principles of human rights and religious freedom.


State legislatures can amplify this cause by adopting resolutions that condemn the persecution of Christians in Syria and urge federal action. These resolutions foster grassroots support and build political momentum, creating a nationwide consensus that protecting religious minorities is a shared American priority. This state-level advocacy complements federal efforts, reinforcing the urgency of addressing Syria’s crisis.


Effective action requires seamless coordination across all government levels, with Congress providing the legislative foundation, the executive branch delivering operational impact, and states contributing moral and political support. The new Syrian government stands at a critical juncture, with its Christian communities at risk of extinction amid unprecedented persecution, church bombings, and anti-Christian decrees. U.S. leadership must champion dignity, freedom, pluralism, and the rule of law, ensuring these ancient communities shape Syria’s future as equal citizens.
