Educational Choice For Children Act Creates National School Choice

The Educational Choice For Children Act was included in the One Big Beautiful Bill which passed the House on May 22, 2025. The odds look good that it will be included in the final version of the budget bill. The Act would create a national school choice program which would fund K-12 school tuition for millions of American students.
Unfortunately many parents cannot afford to send their children to private schools even as they are forced to pay taxes to support failing public schools. The idea of school choice is that parents should be allowed to take their tax dollars to the school of their choosing. Many states already have school choice programs which allow parents to use their education tax dollars for the school of their choice. The Educational Choice For Children Act is the first step toward creating a similar program at the federal level.
The Educational Choice For Children Act was included in the budget bill which passed the House. Individuals will receive a tax credit up to $5,000 for donations to non-profit Scholarship Granting Organizations. Instead of paying $5,000 to the government, you can pay the $5,000 to an organization which will help a family send their child to a private school.
Huge advances have been made on school choice just in the last 3 years. Fifteen Republican-led states have already passed school choice policies - all since 2022 - which allow parents to use their education tax dollars for school tuition at any school. However, millions of Americans are trapped in Democrat-led states without any choice over where their kids go to school. Now is the time to seize the momentum and create a national school choice program.
“The public education system in America has literally failed the American people,” said Moms for Liberty board member Erika Donalds at a panel discussion at CPAC 2025. It’s true; many public schools teach inaccurate curriculum, they fail to maintain student discipline, and they often fail to adequately equip students with even basic skills such as reading and math.
A Call to Action
Call your Senator and tell them that the Educational Choice For Children Act (ECCA) must be included in the Senate version of the One Big Beautiful Bill.
Ask your Senator to remove IEP language from the bill. That language is disguised as a protection for students with disabilities but it was actually a poison pill added by Democratic Representative Beyer in an attempt to weaken the bill. Private schools already have systems in place to meet the needs of students with disabilities.
Mention that the cost of this program is far less than the amount that the Education Department is already spending. The Education Department spends $270 billion dollars per year. That’s enough to pay for $4,900 of school tuition for every K-12 student in America!
