Former U.S. Ambassador-at-Large for Global Criminal Justice Morse Tan to Join CPAC Christian Persecution Summit

Former Ambassador Morse Tan, legal scholar, former law school dean, and expert in international criminal and human rights law, will speak at CPAC's Christian Persecution Summit on October 30, 2025, from 9:00 AM to 3:00 PM at the John F. Kennedy Center for the Performing Arts Terrace Theatre. As U.S. Ambassador-at-Large for Global Criminal Justice from 2019 to 2021, he spearheaded accountability for war crimes and atrocities, with a focus on regimes that systematically target Christians and other religious minorities.
Fluent in Korean and Spanish, Tan's deep knowledge of North Korea—where Christians endure forced labor camps, public executions, and generational punishment for their faith—has informed over 50 cited analyses on crimes against humanity, refugee crises, and forced labor. Under his leadership, the Office of Global Criminal Justice pursued justice for over 1,000 suspected war criminals in conflicts like Myanmar, Syria, and Ukraine, where believers face church demolitions, mass displacements, and targeted killings by authoritarian forces and extremists.
Tan addressed the stark global accountability gap, where fewer than 10% of atrocity crimes lead to prosecution, by elevating monitoring of over 85 countries for severe abuses, including religious persecution. His atrocity-determination frameworks and sanction tools have shaped enduring U.S. foreign policy initiatives to deter oppressors and support victims.
At the Summit, Tan will outline judicial strategies and policy levers to close the justice gap for persecuted Christians, urging robust international action against genocidal threats.
