The Institute for National Defense and Security Research (INDSR) hosted the 2025 Taipei
Security Dialogue, an event sponsored and guided by the Mainland Affairs Council. The
conference gathered government officials, scholars, and experts from the United States, the
United Kingdom, Germany, Japan, and Australia under the theme “Integrated Deterrence:
Preserving Peace in the Indo-Pacific Through Strength.”
INDSR Chairman General Arthur Y. S. Haur delivered the opening remarks, joined by Deputy
Minister of National Defense Po Hung-hui, and INDSR Strategic Advisory Committee members
Lin Chen-yi, Liao Jung-hsin, and Wang Li-shen.
The dialogue was divided into six thematic sessions:
1. Global Comprehensive Security Landscape
2. Social Resilience and Defense Deterrence
3. Asymmetric Thinking to Ensure Regional Security
4. The Role and Impact of Emerging Technologies such as AI and UAS in Warfare
5. Influence of Non-Military Power
6. Roundtable Forum
Both domestic and international scholars presented their perspectives and recommendations on
these issues, engaging in dialogue to strengthen consensus among democratic nations and
deepen cooperation aimed at promoting peace and stability in the Indo-Pacific region.
Distinguished guests included former Australian Prime Minister Scott Morrison, former White
House Political Director and American Conservative Union (ACU) Chairman Matt Schlapp, and
former U.S. Deputy Assistant Secretary of the Army Van Hipp Jr. Other notable participants
were Peter Su, former Taiwan Desk Chief at the U.S. War Department (now the Department of
Defense); Vice Admiral Takahiro Sasaki, former officer in Japan’s Maritime Self-Defense Force;
Rear Admiral Karsten Schneider (Ret.) of the German Navy; Commodore Peter Olive (Ret.) of
the Royal Navy; Wolfgang Müller, senior researcher at a German defense think tank; andCharles Harvey, quantum technology expert at the Hudson Institute—among 15 international
and domestic experts and scholars in total.

The presence of such influential international figures and security experts demonstrates the
global community’s deep concern for Taiwan’s security and reflects broad recognition of
Taiwan’s democratic system and values.
The INDSR reiterated that one of its core missions is to promote international strategic dialogue
and communication, providing policy consultation and professional analysis for Taiwan’s national
defense strategy. Moving forward, the institute will continue strengthening cooperation with
major international think tanks and experts to enhance the security and stability of both Taiwan
and the Indo-Pacific region.
