CPAC Releases West Virginia Legislative Scorecard, Revealing the Most Conservative State Capitol in the Nation.
ALEXANDRIA, VA (January 9, 2024) — CPAC Foundation’s analysis shows that West Virginia’s overall score increased by 8% since the past year, making its GOP-dominated legislature the highest scoring in the country. This sizeable increase is in large part a result of the major gains that Republicans made during the 2022 election and the continued commitment of existing legislators to conservative principles. Republican averages remained in the 80s, continuing their trend of conservative achievement.
“West Virginia is our top ranked state, meaning it is the most reliably conservative legislature in the nation,” said CPAC Chairman Matt Schlapp. “This rating comes as the state fully transitions from Democrat to conservative Republican.”
CPAC recognizes several West Virginia legislators recognized by CPAC for their conservative voting records. The following members earned CPAC’s Award for Conservative Excellence for voting with the conservative position at least 90% of the time during the 2023 session:

Additionally, many lawmakers in the West Virginia State Legislature earned CPAC’s Award for Conservative Achievement for voting with the conservative position at least 80% of the time during the 2023 session.
